Before Hurricane Katrina struck, the New Orleans Regional Transit Authority ordered all buses parked in the lots outside its headquarters, just blocks from Lake Pontchartrain. The buses – rows up on rows, none used to evacuate New Orleans residents – remained parked in those lots two years and two months after Katrina.
